Issue a 'scope of work' for the contractor(s) to enable you to achieve 'Item 1'

Develop a consistent methodology for each site to store, record and monitor the necessary logbooks and documentation as evidence to achieve 'Item 1'

Communicate the plan with ALL internal stake holders.

Implement the new program, to ensure that the objectives are met.

Review the process (steps 1-10) on a regular basis to ensure process compliance and guarantee the objective will be achieved.
