Essential Safety Measures Maintenance Manual (Fourth Edition) Now Available
The new fourth edition of the Victorian Building Commission Essential Safety Measures Manual is now available.
Essential safety measures are central to ensuring a safe and healthy built environment in Victoria and their maintenance is paramount to protecting the life, safety and health of occupants over the life of the building. To this end, the Building Regulations 2006 regulate to ensure adequate levels of fire safety and protection for the safety of people in a building or place of public entertainment. It is important that all those with responsibilities in owning, managing and operating buildings - large or small - are fully aware of, and understand their responsibilities in the ongoing maintenance of the essential safety measures in their buildings.
The Building Commission previously published the Essential Services Maintenance Manual in 1997 and 2000, based on Building Regulations 1994. The original manual was aimed at building owners and building managers to provide guidance on the appropriate level of maintenance essential safety measures and the appropriate level of documentation.
The new fourth edition of the manual has been designed to be easy-to-use to aid building owners, building property managers in regulatory requirements. It provides information on buildings built prior to, and after 1 July 1994 and makes reference to the BCA and relevant installation and maintenance Australian standard (if applicable). It also gives a brief description of the purpose, equipment, requirements and method of operation and any recommendations on maintenance programs and record keeping

The updated Essential Safety Measures Practice Note (Practice Note 2007 - 23) is also available from the Building Commission website. Seminars will be conducted around the state on maintenance of essential safety measures and the use if the manual. These seminars are aimed at owners and facilities managers and all are welcome to attend. Further information on these seminars can be found on the Building Commission website.
